INTRODUCTION


Army Personnel Pay Office (APPO) is one of the major units of the Nigerian Army Finance Corps (NAFC) saddled with the responsibility of paying the salaries and allowances of the Nigerian Army officers and warrant officers. It is divided into Officers Pay Department and Warrant Officers Pay Department. HISTORICAL DEVELOPMENT


The head of Nigerian Army Personnel Pay Office is designated as the Director of Army Personnel Pay Office (DAPPO) in the rank of a Brigadier General. Funds are released to him from NAFC for the payment of monthly emolument of the Nigerian Army officers and warrant officers. In addition to the payment of personnel emoluments, he is ... empowered to calculate all the outstanding loans and advances against any officer going on retirement. He recovers loans and advances granted officers and warrant officers. Army Personnel Pay Office equally deducts at source PAYE tax from officers’ salaries and remits same to Federal Inland Revenue Service (FIRS) monthly. It liaises with the Federal Inland Revenue Service (FIRS) for the issue of Tax Clearance Certificate for officers. It should be noted that soldiers pay is not subjected to tax by law, only officers pay tax.
